Funding available
The Tenant Empowerment Programme will provide all of the funding for this stage, as long as the budget is available. There is not a fixed amount of funding for Part II.
We can only give you a grant for Part II where we expect your application will lead to your tenants’ group setting up a tenant management organisation or a local management agreement.

Who can apply for Part II grant?
An ‘Exploring the options Part II’ grant will allow your tenants’ group to work with a lead advisor to carry out the study. If your group’s lead advisor is eligible for Tenant Empowerment Programme funding, we will pay the grant direct to them. However, if the group has incorporated status (if it is registered as a ‘Company Limited by Guarantee’ or an ‘Industrial and Provident Society’), your group should apply. Your group will then pay for the costs of advice and training.
Outcome of Part II
Your group will have benefited from the extra development and training, which will allow it to prepare for the work ahead. With the support of the residents affected by any likely proposal, they will have decided to take up tenant management and will have chosen an option to improve the quality and level of their involvement and taken action.
Main outcome of Part II
At the end of Part II your group will agree:
- to give a ‘right to manage’ notice to the local authority
- on a ‘statement of intent’ to set up a tenant management organisation with the landlord using the voluntary option
- an agreed ‘statement of intent’ to establish a local management agreement, or
- a decision not to continue with the tenant management process.
If your group uses a right–to-manage notice, you must apply to the Approved Assessor Service for an approved assessor within three months of the local authority accepting the notice. The approved assessor will independently assess your group’s ability to manage.
