Funding
The Tenant Empowerment Programme will provide all the funding for Part I (as long as the budget is available) in the form of a fixed grant of £10,000 (not including VAT). If the cost of the Part I application is less than the fixed grant amount, we will offer a smaller grant. If the application is for a very large project, we may be able to provide extra funding.
Grant work programme
The grant work programme for the Part I study must include:
- at least 100 hours with a lead advisor, as well as at least:
- four meetings with the group, as well as training sessions
- four meetings with the landlords
- two study visits
- training sessions covering equal opportunities, how housing finance works, organisational management, consultation and communications skills for the group
- working with the new Common Assessment Framework model (CAM) to produce a training needs analysis and training plan
- promoting and holding discussions on the group’s plans in the local community
- an action plan, and
- a final report.

Who can apply for Part I grant?
An ‘Exploring the options Part I’ grant allows a tenants’ group to work with a lead advisor to carry out the study. If the group’s lead advisor is eligible for Tenant Empowerment Programme funding, we will pay the grant direct to them. However, if the group has incorporated status (it is registered as a ‘Company Limited by Guarantee’ or an ‘Industrial and Provident Society’) your group apply. Your group should then pay the lead advisor. We will not pay grant direct to unincorporated groups.
Outcome of Part I
At the end of Part I, your group will have:
- explored the issues affecting their homes
- considered a range of ways in which they could become more involved in managing their housing
- had a detailed look at their tenant management options
- recieved training on important issues, and
- explored the views of other tenants and residents.
Main outcome of Part I
By the end of Part I your group will have produced an action plan.
