The government set up the Tenant Empowerment Programme (previously known as Section 16 grant) to support its aims of improving housing management and the quality of life of residents living on local authority estates. Since October 2008 we have been able to help local authority and housing association tenants to access independent advice, training and information. This helps them to challenge, influence or control how housing services are provided to their communities. However, we do not fund main tenant participation activity, which landlords are responsible for, such as setting up a tenants and residents association.
The TEP is made up of the following parts
- We provide tenant training.
- We fund national and regional tenant organisations.
- We provide tenant management grants (including tenant-led stock options).
